Makes continuing appropriations for FY 1991 programs, projects, or activities as provided for in the following Acts: (1) the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1991; (2) the District of Columbia Appropriations Act, 1991; (3) the Energy and Water Development Appropriations Act, 1991; (4) the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1991, notwithstanding certain sections of specified laws; (5) the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 1991; (6) the Military Construction Appropriations Act, 1991; (7) the Rural Development, Agriculture, and Related Agencies Appropriations Act, 1991; (8) the Department of Transportation and Related Agencies Appropriations Act, 1991; (9) the Treasury, Postal Service, and General Government Appropriations Act, 1991; and (10) the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1991.
Sets forth limitations on the use of such funds.
Reduces the President's sequestration order pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) from 32.4 percent for nondefense programs and 35.3 percent for defense programs to 14.4 percent for nondefense programs and 16.6 percent for defense programs. Declares such order to cease to be effective after October 19, 1990.
Extends the temporary increase in the public debt through October 19, 1990.
Declares the sense of Congress that: (1) committees should report reconciliation language to the Budget Committees by October 12; and (2) the Budget Committees should report reconciliation bills by close of business October 13.
Declares the sense of the Senate that the Senate should begin considering the reconciliation bill on the first day of session following its report by the Budget Committee.
