Whereas the peaceful prodemocracy movement led by Chinese university students in Tiananmen Square was violently crushed on June 3rd and 4th, 1989; Whereas the military crackdown that began on June 3, 1989, which resulted in a bloody massacre in Tiananmen Square, was condemned by the international community as a barbaric and heinous act; Whereas Chinese students and civilians in Tiananmen Square had the courage to challenge the Chinese Government and speak out for freedom, democracy, and human rights; Whereas hundreds of demonstrators were slaughtered by government troops in their peaceful struggle for democratic reforms; Whereas the indomitable spirit of the Chinese students and civilians who have risked so much, and paid such a steep price on the long, precarious road to democracy, is indelibly etched in the minds of all freedom loving peoples; and Whereas `Democracy Day' will show support for the millions of Chinese people who are striving for a freer society and a more representative form of government: Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That June 3, 1991, is designated as `Democracy Day' and the President is authorized and requested to issue a proclamation calling upon the people of the United States to observe the day with appropriate ceremonies and activities in honor of the brave Chinese people who were killed during the peaceful prodemocracy demonstrations in Tiananmen Square in 1989.
