Proposing an amendment to the Constitution of the United States requiring a balanced budget.

Constitutional Amendment - Requires, except in time of war, every bill, order, resolution, or vote to which the concurrence of both Houses may be necessary for raising revenue or to borrow money on credit to be passed by both Houses by rollcall vote. Requires passage by three-fifths of each House of any measure to borrow on credit, but only by simple majority of revenue-raising measures.
