Declares that if nondiscriminatory treatment (most-favored-nation status) is extended to China for a 12-month period pursuant to the President's recommendation to the Congress on May 24, 1990, such treatment shall expire on the first day of the seventh month of such period unless the President certifies to the Congress that China has taken specified steps to improve human rights conditions there and in Tibet.
