Providing authority for accelerated use of fiscal year 1989 appropriations by the Department of Veterans Affairs.

Authorizes the Secretary of Veterans Affairs to use funds appropriated to the Department for the fourth quarter of FY 1989 during the third quarter of such fiscal year.

Mr. SOLOMON introduced the following joint resolution; which was referred
to the Committee on Appropriations
JOINT RESOLUTION
Providing authority for accelerated use of fiscal year 1989 appropriations
by the Department of Veterans Affairs.
  Resolved by the Senate and House of Representatives of the United States
  of America in Congress assembled, That notwithstanding any other provision
  of law, in order to carry out our obligations to veterans as authorized
  by law, the Secretary of the Department of Veterans Affairs is authorized
  to use funds in Public Law 100-404 apportioned for the fourth quarter of
  fiscal year 1989 during the third quarter of fiscal year 1989.
