Restores prior law governing such requirements, with technical modifications relating to: (1) treatment as separate lines of business or operating units; and (2) dependent care assistance programs.
Title III: Restoration of Trust Funds - Sets forth provisions to assure that government trust funds do not suffer any interest losses because of a delay in raising the public debt limit.
