IN THE HOUSE OF REPRESENTATIVES May 4, 1989 Mr. BUSTAMANTE (for himself, Mr. DE LA GARZA, Mr. GONZALEZ, and Mr. SMITH of Texas) introduced the following joint resolution; which was referred to the Committee on Post Office and Civil Service JOINT RESOLUTION Designating May 1989, as `Karate Kids Just Say No to Drugs Month'. Whereas former First Lady Nancy Reagan has made an unprecedented commitment to a nationwide drug and alcohol awareness campaign; Whereas the karate kids in the United States have taken the `just say no' pledge as a display of their concern over drug and alcohol abuse in the Nation; Whereas the karate kids in the United States are planning to sponsor events to inform children of the dangers of drug abuse and to encourage children to take the `just say no' pledge; Whereas the efforts of the karate kids have helped children understand the value of positive peer pressure, recognize the dangers of negative peer pressure, gain confidence in their decisionmaking skills, and realize that from their individual examples others may decide to live chemical-free lives; and Whereas the youth of the Nation can meet the challenge of drug and alcohol abuse in a unified, educated, and strong voice by saying `no' to drugs and alcohol: Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That May 1989 is designated as `Karate Kids Just Say No to Drugs Month', and the President is authorized and requested to issue a proclamation calling upon the people of the United States to observe such month with appropriate programs, ceremonies, and activities.
