Disapproves the recommendations of the President relating to pay rates of Members of Congress, Federal judges, and Federal officials under the Executive Schedule. Declares the annual rate of pay for such positions to be the rate payable on the date of enactment of this Act. Defers pay adjustments for such positions until the beginning of the next Congress. Requires a recorded vote on such pay adjustments in each House of Congress.
Requires that rates of pay be determined as if the recent recommendations of the President had been timely disapproved, except to the extent that such determinations would reduce the pay of Federal judges.
