Disapproves the recommendations of the President with respect to executive, legislative, and judicial salaries.
Prohibits congressional candidates from accepting political action committee contributions, monetary or in kind.
Declares that any payment of money or other thing of value to a Member of Congress from a professional lobbying organization or professional lobbyist for legislation shall constitute bribery under the Federal criminal code.
