Disapproves the recommendations of the President relating to pay rates of Members of Congress, Federal judges, and Federal officials.
Provides that if the date of enactment of this resolution is on or after February 8, 1989, then the rate of pay for positions increased by the recommendations shall be the rate of pay in effect before such recommendations took effect.
Amends the Federal Salary Act of 1967 and the Legislative Reorganization Act of 1946 to require a recorded vote on any increase in the rates of pay of Members of Congress.
