Condemns the use of excessive and lethal force by the Chinese authorities in Tibet against individuals engaged in peaceful expression of their political beliefs. Urges China to: (1) exercise restraint in response to future peaceful demonstrations, respect internationally recognized human rights, and end human rights violations in Tibet; (2) lift martial law in Lhasa and to admit foreign journalists and human rights monitors to Tibet; and (3) allow international humanitarian organizations to have access to prisons in Tibet. Urges: (1) the President to continue to make human rights an important factor in relations with China; and (2) the executive branch to call attention to violations of human rights in Tibet. Supports all efforts to peacefully resolve the situation in Tibet. Urges a constructive dialogue by both sides.
