Expresses the sense of the Congress that: (1) the contract dispute involving Bucheit International, Inc., and Prince Mishaal Bin Abdulaziz al Saud of Saudi Arabia should be resolved through negotiation or submission of the matter to arbitration as required by contract; (2) Saudi Arabia should develop commercial laws and regulations that correspond more closely to recognized international norms that include more liberalized business practices and that encourage more comprehensive and expeditious resolutions of commercial disputes; and (3) Saudi Arabia should develop specific procedures and guarantees for the enforcement of foreign arbitration awards.
