Reaffirms support for the Simla Agreement between India and Pakistan, which provides for settlement of differences by peaceful means.
Expresses the sense of the Congress that: (1) the dispute between India and Pakistan regarding Jammu and Kashmir poses a threat to the peace process between such countries and to world peace and security; (2) the President should encourage inclusion of representatives from Jammu and Kashmir in any negotiations for the resolution of such dispute; and (3) the President should reaffirm support for the Simla Agreement.
