Expressing the sense of Congress regarding the outcome of the Uruguay Round of trade negotiations under the General Agreement on Tariffs and Trade.

Expresses the sense of the Congress that legislation to implement the agreements reached during the Uruguay Round of trade negotiations under the General Agreement on Tariffs and Trade will not be enacted until such agreements meet certain environmental protection and health and safety requirements.
