Recognizes the integral role that the Soviet Union must play in fostering political freedom and economic reform in Cuba and in preventing bloodshed against the Cuban people.
Urges: (1) the Soviet Government to allow the Cuban people to choose their political and economic systems in a democratic manner; (2) the Soviet Government to reverse its policy of massive welfare to Cuba; and (3) an immediate end to Soviet economic and military assistance and oil subsidies to Cuba.
