IN THE HOUSE OF REPRESENTATIVES May 23, 1990 Mr. KENNEDY submitted the following concurrent resolution; which was referred to the Committee on Foreign Affairs CONCURRENT RESOLUTION Concerning the status of Dr. Fang Lizhi and other pro-democracy activists in China. Whereas the prominent astrophysicist, Dr. Fang Lizhi and his wife, Dr. Li Shuzion, both prominent human rights activists, have been in forced sanctuary in the United States Embassy in Beijing, China, since June 6, 1989; Whereas the Chinese Government has refused to allow them safe passage out of the country unless Dr. Fang writes an `admission of guilt' that he helped organize the pro-democracy demonstrations in China last spring; Whereas the United States State Department's efforts have failed to bring about Dr. Fang and Dr. Li's release; Whereas the United States Congress has been instrumental in obtaining the release of political prisoners worldwide; and Whereas the Chinese Government has recently placed new conditions on the release of Dr. Li and Dr. Fang: Now, Therefore, be it Resolved by the House of Representatives (the Senate concurring), That the Congress calls upon the President to-- (1) step up all United States efforts for the release of Dr. Fang and his family; (2) allow Dr. Fang Lizhi to communicate with the world community through statements and writings from the sanctuary of the United States Embassy in Beijing, China; (3) request the Chinese Government to provide a list of all individuals arrested since June 19, 1989; and (4) seek the release of all individuals being detained in China who have been accused of nonviolent offenses since June 19, 1989.
