Congratulates: (1) the people of Lithuania on their recent multiparty elections; and (2) the new Supreme Council of the Republic of Lithuania. Wishes Lithuania well in its decision to restore its independence.
Urges the Soviet Government to enter into negotiations with the new Lithuanian Government on an equal basis and to refrain from acts of political, military, and economic intimidation. Considers any use of force by the Soviet Union to suppress the democratic aspirations of the Lithuanian people to be a gross violation of human rights and a serious setback in U.S.-Soviet relations.
Supports the President's commitment to the doctrine of nonrecognition of the forced incorporation of territory. Urges the President to: (1) reaffirm and seek ways to demonstrate his commitment to an independent and democratic Lithuania; (2) take steps toward normalizing diplomatic relations with the Lithuanian Government; and (3) seek effective political support among our allies for Lithuanian self-determination.
