IN THE HOUSE OF REPRESENTATIVES February 28, 1990 Mrs. KENNELLY (for herself and Mr. KLECZKA) submitted the following concurrent resolution; which was referred to the Committee on Foreign Affairs CONCURRENT RESOLUTION Expressing the sense of the Congress that the Polish Government should be included in talks relating to German unification. Whereas stable and permanent borders between the countries of Europe are necessary to the peace, security, and political order of Europe; Whereas the Government of the German Democratic Republic, in the Zgorzelec Agreement entered into with Poland on July 6, 1950, also recognized the Oder-Neisse Line as the inviolable frontier between Poland and Germany; and Whereas the Government of the Federal Republic of Germany, in the Treaty of Warsaw entered into with the Polish People's Republic on December 6, 1970, accepted the Oder-Neisse Line as constituting the western frontier of Poland and `the inviolability of their existing frontiers now and in the future'; Whereas the United States, the German Democratic Republic, the Federal Republic of Germany, and Poland were signatory countries to the Helsinki Final Act of the Conference on Security and Cooperation in Europe, in which the signatories agreed to `regard as inviolable all one another's frontiers as well as the frontiers of all States in Europe and therefore they will refrain now and in the future from assaulting these frontiers': Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That it is the sense of the Congress that-- (1) the United States should reaffirm its unequivocal support for the Polish-German border as set after World War II; (2) Chancellor Helmut Kohl should state, without reservation, that the Government of the Federal Republic of Germany respects and will preserve the post-World War II Polish-German border; and (3) Poland should be included, as an equal participant with the United States, the Soviet Union, the United Kingdom, and France, in the German unification discussions, known as `two plus four', relating to matters involving the borders of a unified Germany and the security of countries sharing borders with Germany.
