Expressing the sense of the Congress that the demonstrators who threw blood on the Capitol and the White House should be charged with a felony.

Supports the right of citizens to conduct peaceful and lawful demonstrations.

Condemns the acts of physical violence of demonstrators who, on January 31, 1990, threw blood on the columns and steps of the U.S. Capitol and, on February 17, 1990, threw blood on the entrance gate to the White House.

Urges that such demonstrators be prosecuted and charged with a felony.
