Commends efforts on Taiwan to strengthen democratic institutions.
Urges: (1) the Government of Taiwan to continue to address human rights concerns and to send a strong signal of Taiwan's continued commitment to democracy and the rule of law, a key test of which will be the elections on December 2, 1989; and (2) the United States to convey concerns regarding legal actions taken against Taiwanese citizens because of their political activities and statements while in the United States.
