Expresses the sense of the Congress that the President should, in addition to negotiating appropriate extensions of existing bilateral arrangements covering steel products, seek to negotiate bilateral arrangements with Thailand, Argentina, Indonesia, Sweden, Norway, Taiwan, and other steel-exporting countries that are not parties to such arrangements.
