Urges the President to address basic human needs as a priority of foreign assistance to Central America.
Urges the Administrator of the Agency for International Development to: (1) strengthen programs to address the needs of victims of war, including amputees; (2) increase the number of immunizations provided to Central Americans; (3) strengthen programs to reduce child mortality from diarrheal disease; (4) develop strategies to provide universal literacy for primary school age children; and (5) develop a program to provide safe water supplies to rural areas.
Urges the President to increase funding for targeted assistance under the Agricultural Trade Development and Assistance Act of 1954, and structure food assistance consistent with the recommendations of the International Commission for Central American Recovery and Development.
Urges the President to request full funding for payment of the United States assessed contribution to the Pan American Health Organization, including payment of all arrearages.
