Expresses the sense of the Congress that: (1) all details of the Kennedy-Khrushchev Accord should be disclosed to the American people; (2) the Senate should refuse to ratify such Accord; (3) the United States should refuse to honor any provision of the Accord which violates the Charter of the Organization of American States; (4) the United States should formally repudiate any provision of the Accord that allows for the recognition, protection, or continuation of a Communist regime in Cuba; and (5) the United States should reaffirm its right under international law to encourage, aid, and assist the establishment of a representative democracy in Cuba.
