IN THE HOUSE OF REPRESENTATIVES January 3, 1989 Mr. PACKARD submitted the following concurrent resolution; which was referred jointly to the Committees on Ways and Means and Energy and Commerce CONCURRENT RESOLUTION Expressing the sense of Congress regarding the need for an alternative method of paying for the costs of catastrophic health insurance. Whereas the President, Congress, and the Nation are in agreement that protection is needed against the costs of catastrophic illness for the elderly and the indigent; Whereas the method of paying for the costs of catastrophic health insurance established under the Medicare Catastrophic Coverage Act of 1988 is inequitable and singles out a portion of elderly citizens for a tax increase; Whereas this method sets an inappropriate new precedent for Medicare funding; and Whereas under this method 40 percent of all senior citizens pay for the health care of the remaining 60 percent: Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That it is the sense of Congress that the Senate and House of Representatives should immediately begin to work on developing an alternative method of paying for the costs of catastrophic health insurance which will distribute such costs more equitably than the method established under the Medicare Catastrophic Coverage Act of 1988.
