IN THE HOUSE OF REPRESENTATIVES May 11, 1989 Mr. BUSTAMANTE (for himself, Mr. ANDREWS, Mr. ARCHER, Mr. ARMEY, Mr. BRYANT, Mr. CHAPMAN, Mr. COLEMAN of Texas, Mr. FROST, Mr. HALL of Texas, Mr. LEATH of Texas, Mr. LELAND, Mr. ORTIZ, Mr. PICKLE, Mr. STENHOLM, Mr. WILSON, Mr. LAUGHLIN, Mr. SARPALIUS, Mr. OWENS of New York, Mr. FAUNTROY, Mr. SIKORSKI, Mr. RANGEL, Mr. FUSTER, Mr. BERMAN, Mr. FRANK, Mrs. BOXER, Mr. GREEN, Mr. LEVINE of California, and Mr. DE LA GARZA), submitted the following concurrent resolution; which was referred to the Committee on Post Office and Civil Service CONCURRENT RESOLUTION Honoring the Texas-Israel Exchange program for its contributions to the agricultural interests of Texas and Israel. Whereas Texas and Israel signed a memorandum of understanding on April 17, 1984, establishing the Texas-Israel Exchange; Whereas the Texas-Israel Exchange was designed to foster cooperation between the people of Israel and Texas on agriculturally related projects of mutual benefit; Whereas the Texas-Israel Exchange recognizes the importance of agriculture to the economic well-being and rich social fabric of Israel and Texas; Whereas the Texas-Israel Exchange represents the best in sharing between people and overcoming problems associated with farming under arid and semiarid conditions; Whereas the issues of drought, water conservation, intensive cropping, and agricultural diversification are receiving increasing interest in the United States; Whereas the Texas-Israel Exchange seeks to build strong relationships and exchanges with academic training and institutions in the fields of agriculture and semiarid studies, such as Texas A&M University, Texas A&I University, Texas Tech University, the University of Texas, and the Hebrew University of Jerusalem; and Whereas numerous other States have followed the lead of Texas in establishing their own exchange programs with Israel: Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That the Congress honors the Texas-Israel Exchange program as a historic partnership and for its leadership in establishing a unique economic and cultural bridge which can achieve great benefits for the agricultural interests of the United States and Israel.
