Amends Senate Resolution 28, 99th Congress, to revise procedures with respect to the availability of audio and video tape recordings of Senate proceedings. Repeals the requirement that a fee be paid for such recordings. Changes from 90 days to 30 session days the length of time the Sergeant at Arms must retain such recordings before transmitting them to the Secretary of the Senate. Authorizes the Secretary to obtain and transmit to the Librarian of Congress and the Archivist of the United States archival quality video recordings of Senate proceedings.
