Amends Senate Resolution 28, 99th Congress, to revise the prohibition on the use of tape duplications of radio or television coverage of Senate proceedings for political campaign purposes. Requires persons or organizations, other than public or commercial news organizations, who are furnished such tapes to agree in writing that such tapes will not be used for political campaign purposes.
