Urges the President to: (1) seek allied cooperation to tighten controls on the export of chemical compounds to countries seeking to develop a chemical weapons capability; (2) make appropriate diplomatic efforts to prevent Iran from developing or using chemical weapons; and (3) pursue American efforts at the Geneva Conference on Disarmament to achieve an arms control agreement banning the production, use, and transfer of chemical weapons.
