Expresses the sense of the Senate that: (1) the Caribbean Basin Economic Recovery Act should be preserved and extended for an additional 12 years; (2) any changes should not unduly affect the unilateral duty free trade system available to the beneficiary countries designated under such Act; (3) any generic changes in the trade laws should not discriminate against imports from such beneficiary countries in relation to imports from other U.S. trading partners; and (4) the United States should maintain the commitment made by such Act to the countries of the Western Hemisphere which is in the economic and security interests of the United States.
