ABM Treaty Interpretation Resolution - Declares the policy of the Senate with respect to the Constitution and as it applies in interpreting the Anti-Ballistic Missile (ABM) Treaty between the United States and the Soviet Union. States that the development, testing, or deployment of specified ABM systems is inconsistent with the Treaty and therefore requires an amendment to be agreed to by both countries and approved by the Senate.
