Expresses the sense of the Senate that the President should: (1) seek to expand upon Article II of the Threshold Test Ban Treaty with an agreement including provisions for verification measures; and (2) communicate to General Secretary Gorbachev that the United States is committed to the Threshold Test Ban Treaty and Peaceful Nuclear Explosions Treaty and an agreement for verification in 1987.
