Disapproves the President's certification for U.S. assistance to Mexico under provisions of the Foreign Assistance Act of 1961 relating to countries that fail to take adequate measures to prevent narcotics and other controlled substances from being sold illegally within the jurisdiction of such country to U.S. Government personnel or from entering the United States unlawfully, unless the President: (1) notifies the appropriate congressional committees that he will reexamine such certification; and (2) provides such committees with the detailed results of such reexamination, including information concerning Mexico's attempts to eradicate drug trafficking.
