Expresses the sense of the Congress that: (1) the United States' consent to Japanese use and transport of United States controlled plutonium under the proposed nuclear cooperation agreement is inconsistent with the Atomic Energy Act of 1954; and (2) the President must renegotiate the draft agreement or resubmit it to the Congress with an exemption of statutory requirements before it goes into effect.
