Expresses the sense of the Congress that the President should instruct the Permanent Representative of the United States to the United Nations to urge the Secretary General and Security Council to: (1) permit nonbelligerent ships in the Persian Gulf to fly the United Nations flag if such ships submit to inspection by United Nations observers to guarantee that no war material is being carried; (2) authorize United Nations peacekeeping vessels to escort such ships; and (3) determine what enforcement action should be taken in the event of an attack on ships under the United Nations flag.
States that any such escort vessels and their crews should be provided by countries other than the Soviet Union and the United States.
