Expresses the sense of the Congress that the President should: (1) encourage and assist Costa Rica, El Salvador, Guatemala, Honduras, Belize, and Nicaragua in their planning and formulation of a comprehensive plan for their economic recovery and development; and (2) assist in the implementation of such plan and encourage other countries to join in extending such assistance to those Central American countries that have made substantial progress toward peaceful relations and peacekeeping mechanisms in their region and toward an open political system in the spirit of the present negotiations of those countries.
