Expresses the sense of the Congress that the U.S. Trade Representative should: (1) initiate an investigation to determine whether the ruling of the Canadian Import Tribunal is inconsistent with the obligations of Canada under the General Agreement on Tariffs and Trade; (2) publish the results of such investigation in the Federal Register; and (3) if the U.S. Trade Representative determines such ruling is inconsistent, initiate an investigation under the Trade Act of 1974 and make recommendations to the President.
