Declares that the Congress appreciates the recent initiative by the heads of state of Costa Rica, El Salvador, Guatemala, and Honduras, and congratulates them on their significant contributions toward ending armed conflict, and reinforcing democracy, in Central America. Declares that the Congress supports the thrust of such initiative and looks forward to the summit meeting in Guatemala as the next phase in this effort of the Central American heads of state to forge a lasting peace in Central America.
