A bill to establish a program to provide dislocation services and assistance to meet the unique needs of farmers, farm workers, and ranchers who face the loss of their primary source of income as a result of the decline in United States agriculture, to assist in preparing such individuals for transition to other economic opportunities, and for other purposes.
Rural Dislocation Assistance Act - Obligates amounts for State-administered readjustment services to dislocated farmers, ranchers, and farm workers from such sums as are provided to the Secretary of Labor in FY 1988 through 1992 for dislocated worker assistance programs.
Includes among such services: (1) financial planning assistance; (2) psychological and mental health counseling; (3) legal counseling; and (4) employment and training assistance.
Sets forth fund allocation provisions and eligibility requirements.
