A bill to amend the Tariff Act of 1930 to ensure that the countervailing duty laws apply to State-controlled-economy countries.

Amends the Tariff Act of 1930 to provide that the countervailing duty provisions of the Act shall apply to merchandise imported into the United States from a country that is or is not a country under the Agreement on Subsidies and Countervailing Measures even if such country is a state-controlled-economy country.
