Requires that appropriations that exceed the amounts needed to fund Radio Free Europe/Radio Liberty, Incorporated shall be placed in reserve to cover currency losses in the future.
Deletes the provision that earmarks specified amounts for transmitter facilities modernization.
Changes the method of certification of service for retirement credit purposes of employees of specified broadcast entities.
