Amends the Foreign Assistance Act of 1961 to require the Director of the Trade and Development Program to establish an advisory board which shall include representatives of the Small Business Service Bureau, Inc., the American Consulting Engineers, and the International Engineering and Construction Industries Council.
Increases the FY 1987 authorization for the Program. Earmarks a specified amount of the FY 1987 authorization for education and training programs for nationals from China. Requires that half such earmarked funds be used for education and training programs administered by small businesses in the United States.
