A bill to restore limited circulation second-class rates of postage for copies of a publication mailed to counties adjacent to the county of publication, and for other purposes.

Directs the Postal Service to restore the reduced rates applicable to mailings of fewer than 5,000 copies of publications to counties adjacent to the county of publication.

Limits to 20,000 the number of copies of such publications which may be mailed under reduced rates within the county of publication.
