A bill to amend the Agricultural Act of 1949 to suspend the application of minimum planting requirements to agricultural producers whose acreage is subject to flooding in the 1987 crop year as a result of damage to levees from flooding that occurred in 1986.

Amends the Agricultural Act of 1949 to suspend 50 percent minimum planting requirements for purposes of 1987 agricultural program benefits for wheat, feed grain, cotton, and rice producers: (1) whose farms are in declared 1986 disaster areas; and (2) whose permitted acreage is subject to at least 50 percent flooding as a result of 1986 flood damage to levees.
