A bill to provide full federal funding for the construction, maintenance, and operation of the recreation facilities at an Army Corps of Engineers flood control project at Cooper Lake and Channels, Texas.

Directs the Secretary of the Army to construct, operate, and maintain, at Federal expense, recreation facilities at the Doctors Creek and South Sulphur Parks at Cooper Lake and Channels, Texas. Requires access to Cooper Lake through the five public use areas identified in the General Public Use Development Plan.
