Amends the Tariff Schedules of the United States to grant, through December 31, 1990, duty-free treatment of: (1) 2,2-bis-(4-Cyanatophenyl); (2) aminoethylphenylpyrazole (phenylmethylaminopyrazole); (3) benzethonium chloride; (4) malononitrile; (5) metaldehyde; and (6) paraldehyde.
