A bill to amend title 10, United States Code, to permit the President to order to active duty units and members of the Army National Guard of the United States and the Air National Guard of the United States in cases in which the Governor of a State or other appropriate authority withholds consent.

Amends Federal armed forces provisions to authorize the President to order to active duty units and members of the Army National Guard and Air National Guard in cases in which the Governor of a State or other appropriate authority withholds consent. Conditions such authority on the President's determination and certification that the national security requires such action.
