A bill to authorize appropriations for a demonstration project in the vicinity of Pine Bluff, Arkansas for the construction of a bridge at lock and dam 4 on the Arkansas River to improve highway safety.

Authorizes the Secretary of Transportation to implement a highway project in the vicinity of Pine Bluff, Arkansas, to demonstrate methods of improving highway safety.

Authorizes appropriations for FY 1988 without imposing any obligation limitation upon such appropriations. Makes the Federal share for such highway project 100 percent of the total cost of the project.
