A bill to authorize appropriations for the continuation of funding for the relocation of United States Highway 71 in northwest Arkansas for the purpose of demonstrating methods of improving highway safety and of accelerating highway construction.

Authorizes the Secretary of Transportation to implement a highway project in the vicinity of Bella Vista, Arkansas, to demonstrate methods of improving highway safety and accelerating highway construction.

Authorizes appropriations through FY 1989 without imposing any obligation limitation upon such appropriations. Makes the Federal share for such highway project 100 percent of the total cost of the project.
