Amends the National Trails System Act to designate the Santa Fe Trail, Missouri, Kansas, Oklahoma, Colorado, and New Mexico, as the Santa Fe National Historic Trail.
Directs the Secretary of the Interior to report within one year to the House Interior and Insular Affairs Committee and the Senate Energy and Natural Resources Committee a comprehensive management and use plan for the Trail. Authorizes appropriations.
