Authorizes the Alpha Phi Alpha Fraternity to establish a memorial to Martin Luther King, Jr., in the District of Columbia and its environs in accordance with the requirements of Federal law relating to commemorative works on certain Federal lands in the District of Columbia and its environs.
Prohibits the United States from paying any expense of establishing the memorial.
